Thomas Hartmann, 42, got rich when, sources say, a federal panel awarded him the massive payout in 2010 — but he got into trouble with the law the next year for allegedly punching ex-stripper Sophia Kandelaki, 37, hours after meeting her in a Manhattan bar.
